My Lord,

I have the honour to acknowledge the receipt

of Your Lordship's confidential despatch of the 11th June

forwarding a copy of correspondence with the Secretary General of the British Social Hygiene Council.

Prior to the receipt of this despatch I had discussed this question at various times with His Excellency the General Officer Commanding, the Rear Admiral, the Colonial Secretary, the Secretary for Chinese Affairs, the Honourable Sir Shou-son Chow and the District Watch Committee and there

is no doubt that there is a general feeling that the total abolition of all systems of licensed or regulated brothels or 'maisons tolerées' in Hong Kong would probably be fraught with increased danger in respect of Venereal Disease and would certainly lead to a most unsatisfactory state of affairs in that 'sly' prostitutes would greatly increase in numbers and would be dotted about in various tenements and houses all over the town, a state of affairs that is obviously undesirable and certainly not acceptable to other residents in such tenements. It is hardly practicable to make
